袖手旁观 [xiù shǒu páng guān]
1. put the hands in the sleeves and look on -- to have nothing to do with a thing; fold one's arms and look on; look on and do nothing; look on unconcerned [indifferently; without taking any action]; not to lift [stir] a finger; not to lift [raise] a hand; Praise the sea, but stay on land.; remain an indifferent [idle] spectator; sit back and watch; stand aside [by]; stand by idly; stand by [look on] with folded arms; stand idle; stand watching; watch indifferently without lending a hand (in ...)藏手于袖，在旁观看。比喻置身事外，不参预其中。语出唐韩愈《祭柳子厚文》：“不善为斫，血指汗颜，巧匠旁观，缩手袖间。”
巴金《我的希望》：“大家都看风色、看行情，袖手旁观，那么就绝不会有新的气象和新的局面。”
也省作“袖观”。
铁郎《论各省宜速响应湘赣革命军》：“各省之局外袖观，不独无以对国民，抑亦无以对各国矣。”
